Fort Bliss AER office is running a pilot program - This program is an effort to streamline the AER Loan process and to make AER more user friendly and decrease the amount of time the soldier is away from the unit. Soldiers wanting AER assistance can walk in and pick up a loan application DA Form 1103 or use forms flow and when they have completed the loan application return it to the AER office with all the required documentation and signatures. This program will run similar to the Commanders Referral Program
(pg 1 , pg 2)in which the loan application is dropped of by 11am the loan is ready for pick up the same business day, after 11am the loan is ready the following business day. Emergency Leaves still have priority and will always be processed fist. During the last couple of months the AER workload has increased nearly 60% we feel this is partially due to the changes made over the last year to better serve the soldier. If this program is successful as we feel it will be, Fort Bliss AER office will lead the way in ensuring our soldiers emergency's are expedited. AER SCHOLARSHIP PROGRAMS – “FREE” MONEY FOR EDUCATION
MG James Ursano Scholarship Program
The MG James Ursano Scholarship Program is for dependent children of active, retired and deceased Soldiers. The program was established in 1976 as a secondary mission to help Army Families with undergraduate college expenses for their dependent children. The MG James Ursano Scholarship Program funds are limited, therefore scholarship awards are limited.
The MG James Ursano Scholarship Program offers scholarships based on financial need, academics, and leadership/achievement for each academic year.
To be eligible, applicants must maintain a cumulative GPA of a 2.0 on a 4.0 grading scale; be full time undergraduate students for the entire academic year at a school accredited by the U.S. Department of Education; and be dependents of a Soldier on federal active duty, a retiree, or a deceased active or retired Soldier. To be a dependent you must be under the age of 23 for the entire academic year, registered in DEERS and unmarried for the entire academic year.
The 2010-2011 MG James Ursano Scholarship Program application is available on the AER web site, www.aerhq.org. It is due on March 10, 2010. Applicants are strongly encouraged to apply online. Applicants may apply each academic year for up to four years. Applications are only reviewed if all supporting documents are mailed and postmarked on time.
2010-2011 REQUIRED SUPPORTING DOCUMENTS DEADLINES
March 1, 2010:
- Official cumulative transcript with your fall 2009 grades and cumulative GPA
- IF SOLDIER IS ACTIVE GUARD OR RESERVE, copy of orders showing federal activation (Title 10) for entire academic year (August 1, 2010 - May 1, 2011)
- IF SOLDIER IS DECEASED WHILE ON ACTIVE DUTY, copy of casualty report.
May 1, 2010:
- 2010-2011 Student Aid Report (SAR) retrieved from FAFSA, mailed to AER by the student.

- 2010-2011 Student Aid Report (SAR) is the resulting analysis of the Free Application for Federal Student Aid (FAFSA)
- To obtain your 2010-2011 SAR, you must apply for the 2010-2011 FAFSA either through your school or through FAFSA’s website at www.fafsa.ed.gov. FAFSA’s 2010-2011 application is available January 1, 2010.
- It may take several weeks to apply for the 2009 FAFSA and for FAFSA to review your application.
- You can print your 2010-2011 SAR from the FAFSA website after FAFSA reviews your application.
- You must mail your 2010-2011 SAR to AER no later than May 1, 2010; FAFSA will not send it to AER automatically.

Stateside Spouse Education Assistance Program (SSEAP)
The Stateside Spouse Education Assistance Program (SSEAP) is a need-based education assistance program designed to provide spouses of active duty and retired Soldiers, and widows(ers) of Soldiers who died either on active duty or in a retired status, and residing in the United States, with financial assistance in pursuing educational goals. The purpose of the program is to assist spouses/widows(ers) in gaining the education required to allow them to qualify for increased occupational opportunities. Individuals who receive free tuition as a result of their employment will not receive tuition assistance from AER. However, they may apply for assistance for fees, supplies or books (no duplicates) for classes in which they are enrolled. “Active Duty” military personnel are not eligible.
The online application and supporting documentation required must be submitted by March 1, 2010. For eligibility information, a list of required supporting documents and the online application, visit www.aerhq.org.
A 2010-2011 STUDENT AID REPORT (SAR) Financial Aid Analysis is required for application. The postmark deadline is not later than May 1, 2010. The SAR is the resulting analysis of the Free Application for Federal Student Aid (FAFSA) application or renewal.
TIMETABLE: Mark Your Calendar
MARCH 1, 2010: Supporting documentation must be mailed to HQ, AER postmarked not later than March 1, 2010. Online applications must be submitted not later than March 1, 2010. Official transcripts may be mailed with the application or separately but must meet the March 1 postmark deadline. ARNG and USAR orders and Army Casualty Report, only if applicable, are due by March 1, 2010.
MAY 1, 2010: SAR or ISIR financial aid analysis, 2010-2011 report, may be mailed with your supporting documents or separately but must be postmarked no later than May 1, 2010.
MAY 2010: Award letters mailed to scholarship recipients during the last week of May.
JULY 1, 2010: Scholarship recipients complete and return the AER Scholarship Agreement and provide a copy of report of final spring grades (photo copy acceptable) for the 2009-2010 academic year.
JULY 26-30, 2010: HQ, AER disburses scholarship funds to schools.
DECEMBER 2010: Applications for the 2011-2012 Academic Year (AY) will be available on our (AER) web page, www.aerhq.org; after December 1st.

The 2009-2010 Student Aid Report (SAR) is needed for both the MG James Ursano Scholarship Program and the Stateside Spouse Education Assistance Program. The process to obtain the SAR is started by submitting the Free Application for Federal Student Aid (FAFSA). After analyzing the data on the FAFSA, the Student Aid Report (SAR) is produced and sent to the applicant. Since AER is not an education institution, we will not receive a copy of the SAR unless the applicant mails us a copy after they receive their copy.
